This article presents the results of the bibliographic search that supports the comparison of different methodologies to evaluate public policies. The case of the Sembrando Vida Program is reported, whose constructions of different referential frameworks are scattered due to the generalization of the results, in addition to a methodological proposal based on evaluations that integrate the epistemological horizons that are watershed in the development of theoretical frameworks. The methodology used is based on the characteristics of a review and reflection article based on different texts that express the problem, such as documentary sources expressed in articles from indexed journals, specialized books on public policy evaluations, academic essays and by experts. in the area of public policies and some public opinion texts such as newspapers and websites with a recognized track record.
